DCAA has refocused its audit resources on the so-called incurred cost backlog, contractor indirect cost rate proposals submitted annually as required by FAR 52.216-7(d). Although the majority of these contractor proposals are accepted without audit, those which are audited invoke challenges ranging from invasive DCAA risk assessments (questionnaires), demands for all levels of accounting data and expectations that contractors will concur with the audit results. Now that DCAA is under Congressional scrutiny to “get her done” (Section 893 of the 2017 NDAA), contractors can expect shortened response times for responding to i) DCAA data requests and ii) the draft audit results.

Although the end game, contract closure, is in everyone’s best interest, the incurred cost audits will continue to present new challenges for any contractor subject to DCAA’s after the fact audits and we will identify and discuss the challenges, old and new.

This webinar will include topics such as:

  • Identifying the FAR contract clause which requires the annual indirect cost rate proposal,
  • Identifying case law (e.g. ASBCA) cases relevant to cost documentation and cost reasonableness,
  • Identifying the cost allowability FAR sections most frequently cited (by DCAA) as the basis for questioning direct or indirect incurred costs,
  • Locating the DCAA audit policies, audit programs, and adequacy checklists applicable to indirect cost rate proposals
