Kelli D. Beene has recently joined Redstone Government Consulting, Inc. (RGC) in Huntsville, Alabama. In her role as a Senior Legal Consultant, she will lead our litigation support and compliance practice areas for our Proposal and Contract Administration Group. Her expertise will both complement and expand our client offerings in the Proposal, Contracts Administration and Organization Conflict of Interest (OCI) consulting area.
Kelli, formerly Associate General Counsel for the Missile Defense Agency (MDA), served as MDA’s Procurement Fraud attorney and Suspension and Debarment counsel. She also assisted with forming and service on MDA’s OCI panel. While at MDA, Kelli was also the legal counsel on complex source selections to include multiple Targets procurements, as well as MiDAESS and TEAMS. She advised on all acquisition and contract matters to include interpretation of procurement related laws and regulations, acquisition strategy, data rights, claims, terminations, and defending the Agency against legal challenges. Prior to joining the MDA General Counsel’s Office, Kelli also worked in MDA’s contracts office supporting the Ground-based Midcourse Defense and MiDAESS programs where she assisted with developing acquisition strategies, wrote requests for proposals, advised evaluation teams, assisted with preparing evaluation documentation, contract administration and prepared the Agency’s position concerning OCI issues.

Kelli’s role at RGC includes assisting our customers with interpretation as well as analysis of contract and procurement laws, regulations, and contract clauses. Additionally, Kelli advises companies with preparation and review of proposals. She also assists companies with teaming agreements, contract negotiations, claims, terminations, debriefings, protests, and general government contract topics. She assists companies with assessing potential Organizational Conflicts of Interests (OCI), establishing OCI monitoring programs and training employees on OCI. Kelli advises clients with responding to external agencies such as Suspension and Debarment Officials and Department of Justice with regard to procurement fraud investigations and provides litigation support as needed.
Kelli received her undergraduate degree from the University of Alabama Culverhouse College of Commerce and Business Administration. She continued her education at the University of Alabama where she received her law degree from the University of Alabama School of Law.
