Kelli Beene is a Director in the Compliance Consulting Group with Redstone Government Consulting, Inc. (Redstone GCI). She brings more than 20 years of legal experience, primarily in government contract law, including contracts and subcontracts, regulatory matters, contract disputes, bid protests, and corporate transactions. Her experience advising federal agencies, government contractors, and corporate executives provides insight into how acquisition decisions, contract requirements, procurement regulations, internal procedures, and legal considerations affect contract formation, administration, and performance. Kelli assists our clients in drafting, negotiating, and managing contracts and subcontracts and complying with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and small business regulations. She assesses Organizational Conflicts of Interest (OCI) and develops OCI mitigation plans as well as OCI policies and procedures. Kelli assists clients with structuring joint ventures, preparing novation documentation, and drafting teaming agreements, and develops procurement and contract policies and practices that align federal requirements with operational needs.

Professional Experience

Prior to rejoining Redstone GCI, Kelli served as Associate General Counsel for a Huntsville-based company, where she oversaw the drafting, negotiation, and execution of contracts of varying complexity. She advised executive leadership on corporate decisions and provided guidance regarding federal and state legal requirements. She also oversaw the company’s ethics program. Kelli served as Deputy General Counsel for Acquisition at the Missile Defense Agency (MDA), where she served as primary legal counsel to the Agency’s Director of Acquisition and Director of Contracting. She advised on all acquisition and contract matters within the Agency. While at MDA, Kelli also served as program counsel where she advised on compliance, risk, and contract matters facing highly complex contracts and weapon system programs. Her guidance included compliance with federal regulations, contract compliance and handling contract disputes. Kelli also served as an attorney with the Federal Bureau of Investigation and the Army Contracting Command Headquarters. Her earlier consulting experience includes a previous role as a Senior Legal Consultant with Redstone GCI, where she assisted government contractors with contracts, procurement systems, and regulatory compliance. Her work included conducting mock procurement system audits, advising on policies and procedures, and preparing terms and conditions, nondisclosure agreements, and teaming agreements for our clients.

Her work in procurement integrity, contract disputes, policy, and training extended across the above-mentioned federal agencies. Kelli coordinated with the Defense Criminal Investigative Service, Department of Defense Inspector General, and United States Attorney’s Office on procurement fraud investigations and related matters. She also advised the Department of Defense Inspector General on investigations involving ethics and conflicts of interest. She worked with the Army Criminal Investigation Division on fraud and counterfeit parts initiatives. At the Federal Bureau of Investigation, she advised on fiscal and contract law throughout the planning, negotiation, and performance of contracts involving services, facilities, aircraft, and construction. She represented federal agencies in proceedings before the Government Accountability Office and the United States Court of Federal Claims. She advised acquisition teams on source selection evaluations, acquisition documentation, corrective actions, and litigation considerations. At Army Contracting Command Headquarters, Kelli advised the Commanding General on contract and fiscal law, contributed to policies that implement acquisition regulations across command offices, and audited contract files for compliance with the FAR, DFARS, and Army acquisition requirements. She also trained government personnel on ethics requirements applicable to federal acquisitions and interactions with government contractors and provided instruction regarding copyright and the use of copyrighted material.

Kelli earned her Juris Doctor from the University of Alabama School of Law and her Bachelor of Science in Commerce and Business Administration from the University of Alabama. Her cumulative legal, agency, corporate, and government contractor experience provides our clients with perspectives from both government and industry. Kelli’s experience also supports contract and subcontract matters, procurement practices, regulatory requirements, and operational decisions throughout the federal contracting lifecycle.
