Managing Consultant
LaTonia Smith is a Managing Consultant in the Contracts Consulting group with Redstone Government Consulting, Inc. (Redstone GCI). She brings more than 30 years of experience in federal acquisition, contract administration, procurement, subcontract administration, purchasing system compliance, proposal review, contract negotiations, small business programs, and Contractor Purchasing System Review preparation. Her experience spans both government and industry, providing her with insight into how FAR and DFARS requirements, government expectations, and internal contract management practices affect government contractors throughout the acquisition lifecycle. LaTonia assists our clients in understanding contractual requirements, strengthening contract administration and purchasing practices, and maintaining processes that support compliance throughout contract performance.
Professional Experience
LaTonia began her government contracting career in procurement and small business administration before advancing into senior contracts management and leadership roles overseeing contracts, subcontracts, purchasing, proposals, supply chain, small business programs, and government property. Her experience includes cost-reimbursement, firm-fixed-price, time-and-materials, IDIQ, and BPA contract vehicles, as well as cost proposals, subcontract consent packages, contract policies and procedures, and purchasing system requirements. She developed policies and procedures that contributed to an approved purchasing system and supported the development of an approved Government Property System.
Her government-facing experience includes serving as a contractor Contracting Officer supporting the U.S. Navy’s Southeastern Regional Maintenance Center and later as an Acquisition Subject Matter Expert for the U.S. House Committee on Homeland Security’s Oversight, Management, and Accountability Subcommittee. These roles included contract administration, acquisition oversight and policy, negotiations, compliance reviews, and matters affecting federal contracting and small business participation. During her work supporting the U.S. Navy, LaTonia received a United States Navy Civilian Award for her work as a contract specialist.
Across subsequent contracts leadership roles, LaTonia supported Army aviation, missile defense, and space programs and managed both FAR-based contracts and Other Transaction agreements. Her experience includes negotiating contract terms and pricing, addressing matters with DCMA and Procuring Contracting Officers, preparing and reviewing cost proposals, managing modification funding in SAP, reviewing Other Transaction consortium agreements, and supporting contract extensions and recompete activities. She has also supervised and trained contracts, subcontracts, and purchasing personnel and reviewed supplier, subcontract, and Cooperative Research and Development Agreements for alignment with applicable contractual requirements.
LaTonia earned a Bachelor of Science in Business Administration with a concentration in Contracts Acquisition Management from Alabama A&M University and completed an Advanced Contract Management Certification through the University of Alabama in Huntsville. She is also a member of the National Contract Management Association. Her combination of government and industry experience assists our clients in evaluating contract requirements from multiple perspectives and establishing practical contract administration and procurement practices that align with federal requirements.
