Acquisitions & Exit Strategies Panel Discussion (2hrs CPE)
After a continental breakfast and introduction to the conference by R. Scott Butler, Managing Director of Redstone Government Consulting we will open the day with a panel on Acquisitions and Exit Strategies. One of the most common questions we get from our clients is how to plan for the future of their company. Whether you are a brand new company or a seasoned GovCon veteran an exit strategy is always critical in planning for the future of your company. For most government contractors exit of company ownership and founding members typically occurs via acquisition or employee ownership. Topics of discussion during the panel will include company valuation, high-value targets in today’s market and ways you can improve your company’s positioning for acquisition. We will also have insights from industry veterans to provide a valuable perspective from both the buy and sell side of acquisition, as well as input from leading ESOP transaction advisors and first-hand management perspective of the ESOP process. The panel will be moderated by Scott Butler, Managing Director and CEO of Redstone GCI. Scott provides strategic leadership to Redstone GCI’s internal teams who provide due diligence and acquisition planning services to our client base, which includes many private equity and investment banking community members. 2017 NDAA & GovCon Current Events Update (1.5hr CPE)
Following a short break, we will open our second session with a presentation by Michael Steen, a VP and Director with Redstone Government Consulting. Mike will be providing insights and overview of areas of the 2017 National Defense Authorization Act gleaned from the bill’s progress through the rule making process. Additionally, Mike will be providing commentary on other current events in case law, executive orders and promulgation of new regulations. Prior to joining Redstone GCI Mike retired from an over 30-year career with the DCAA where he served in numerous capacities before retiring at the SES-level. Mike is frequently called upon to speak nationally for a variety of organizations, and is the lead author of the Redstone GCI Government Insights Newsletter published monthly to over 4,000 subscribers.

DCAA Policy & Practices Update (1.5hr CPE)
A plated lunch will be served, and over the lunch hour Mr. Ken Saccoccia, Deputy Director of the Defense Contract Audit Agency (DCAA) will speak on a variety of topics, as well as be available for questions from the audience. Ken’s presentation will include an overview of the 2016 DCAA Audit Plan with emphasis on execution and accomplishments this fiscal year, as well as planned changes for 2017. He will also plan to discuss the 2017 DCAA Audit Plan with emphasis on the performance of incurred cost audits, as well as planning for the resurgence of more administrative audits such as defective pricing, CAS disclosure statements and contractor business systems.

DCMA Policy & Practices Update (1.5hr CPE)
Following our afternoon break, Mr. John Shire, Director of the DCMA Cost & Pricing Center will present on the role of the DCMA Cost & Pricing Center and current events in pricing policy for the agency. Mr. Shire will also speak on the impact of Better Buying Power 3.0 and the Center’s role and their emphasis on increased cost efficiency in the acquisition process.

Small Business Current Events (1hr CPE)
Our final session of the day will be offered in two parts. To open the session Steven Koprince, attorney and author of “The Small-Business Guide to Government Contracts” will speak on current events impacting the small business contractor. Steven will discuss current events affecting the small business community including changes to the limitation on subcontracting requirements, the new universal small business mentor-protege program and changes to JV requirements. Following the presentation, we will have an open forum and small business panel with representation from experts in legal, compliance and other disciplines to discuss recent changes in the small business area and take questions from attendees.
